The Scottish Conservatives believe Scotland’s education system must work for every young person, not force everyone down the same path.

For decades, the school leaving age in Scotland has been set at 16. While this works for many pupils, it does not work for all.

Too many young people become disengaged from a system that does not suit their skills or ambitions.

 

A flexible route into education

The Scottish Conservatives support exploring a lower school leaving age, while keeping a clear requirement that all young people remain in education or training.

Under this approach, pupils could leave school earlier and move into alternatives such as apprenticeships, college courses, or blended learning that combines education with work-based training.

Education would remain compulsory. What would change is the format, allowing young people to follow a route that works better for them.

 

Supporting young people and the economy

This proposal is not about lowering standards. It is about keeping young people engaged and giving them a clear path into skills, work, or further learning.

By working with employers and training providers, this reform would help reduce skills gaps, strengthen the workforce, and support long-term economic growth.
