Scotland’s social security system is becoming increasingly expensive and unsustainable.

Under the SNP, benefits spending is projected to reach almost £10 billion by 2030, placing growing pressure on taxpayers and public services.

This paper sets out how the Scottish Conservatives would deliver a fairer, more affordable system that protects support for those who need it most.

It focuses on reforming Adult Disability Payment, Scotland’s most expensive benefit. Mental health claims alone now cost £1.3 billion. The Scottish Conservatives would introduce a fairer assessment process, requiring a medical diagnosis and evidence of unavoidable extra costs for claims based on mental health conditions.

The paper also proposes ending the tick-box culture within Social Security Scotland, strengthening safeguards and restoring confidence in the system.

Social security should provide a vital safety net, while remaining fair, focused and financially sustainable.
