Ending Scotland’s Housing Crisis

Scotland is in the grip of a housing emergency.

After almost two decades of SNP government, housebuilding targets have been missed, rents have risen and social housing waiting lists have grown. In 2024–25, just 19,177 homes were completed across Scotland, one of the lowest figures in recent years.

The SNP’s approach has failed.

 

Our Plan

The Scottish Conservatives would build 80,000 affordable homes by 2031 by cutting red tape, scrapping the current national planning framework and removing costly new building mandates that slow development.

We would unlock land for development through a dedicated Brownfield Development Fund to bring vacant and derelict sites back into use.

We would speed up planning by expanding the National Planning Hub and piloting street votes to help communities approve small developments more quickly.

We would tackle homelessness head on by reversing rules that have placed extra pressure on housing services and ensuring support is focused where it is most needed.

We would make housing more affordable by scrapping damaging rent controls, abolishing Land and Buildings Transaction Tax on primary residences, cutting the Additional Dwelling Supplement and giving certainty on future energy standards.

Scotland needs more homes, lower costs and a government focused on delivery. This plan would restore common sense to housing policy and help end Scotland’s housing crisis.
