The latest Council Tax collection figures show that, despite a 0.2% increase in the collection rate from last year, over £1billion of Council Tax has now been uncollected since it was first introduced.
Murdo Fraser MSP, Scottish Conservative Deputy Leader, said:
"The increase in collection rates is naturally welcome, but there is still room for improvement.
"The amount of uncollected Council Tax since it was introduced now tops £1billion, or over £400 per dwelling. That represents a massive burden on those who do pay, putting extra strain on local authorities and extra pressure on local services.
"In these difficult economic times and with real pressure being put on our vital local public services, it is essential every penny of outstanding Council Tax is collected."
