The Educational Institute of Scotland (EIS) is recommending that members reject proposed changes to pay and working conditions.
Liz Smith MSP, Shadow Cabinet Secretary for Education & Lifelong Learning, said:
"The issue of teachers' pay and conditions is a matter for serious public debate and it is essential that the teaching unions are part of that debate.
"However, both the recent Donaldson Review and the impending McCormac Review will give a great deal of informed thought for the future and I think it is important that the current issues regarding pay and conditions should be seen against the findings of both these reviews.
"We do not accept that is in anyone's interest to reject these proposals at this stage."
