Delegates at the Educational Institute for Scotland (EIS) conference in Perth have agreed to hold a ballot to boycott the development of the Scottish Government's Curriculum for Excellence and to delay any further proposed changes in schools.
Liz Smith MSP, Scottish Conservative Education Spokesperson, said:
"This is a disappointing situation and I'm sure many parents and pupils will be very concerned about the possibility of industrial action.
"We are all aware of the significant challenges facing the teaching profession at present and that must be fully acknowledged by the Scottish Government. Many of these challenges arise from the SNP's unworkable Concordat.
"The Concordat places undue pressure on local authorities which means that too many decisions in our schools are being made because of financial constraints rather than what is in the best educational interests of our pupils.
"Industrial action does no-one any good. Instead, we need a radical reform of how schools are managed and how resources can be better spent on the frontline to help teachers do their job properly."
