Review of School Management: “Schools are in the best position to determine how the needs of their pupils should be met”

A Review of school management has stated that existing guidelines on Devolved School Management should be revised to give schools more autonomy, giving headteachers much more control over their budgets, staffing and material resources and equipment.

Elizabeth Smith MSP, Scottish Conservative Education Spokesperson said:

"I warmly welcome this report and thank David Cameron for his first class work.

"Scottish Conservatives have long been of the view that the current local authority monopoly of school education is not delivering for pupils.

"Whilst spending on education has more than doubled since devolution Scottish educational outcomes have flat-lined, or in some cases regressed.

"That is why, after much consultation with head teachers, parents and other experts in the field we have consistently made the case for giving head teachers more control over their budgets, staffing and school management more generally.

"The recommendations of this report should come as no surprise to Mike Russell who has hitherto rejected calls from Scottish Conservatives to enhance school autonomy.

"Perhaps now he will understand that this is also a view shared by many people across the education establishment."
